SOOO ANYWAY someone help me. Remember that Hypno and Mr. Burns comparison I made a while back? I'm trying to figure out the name and origin of a character who looks just like Seaking's Platinum sprite.

He's a short, shady bad guy that laughs like "Eheh heh heh heh heh..." in a grunting, rasping voice with oily black hair that's been slicked back, with big pink lips, and those round, oblivious eyes. I KNOW I've seen this guy in some kid's cartoon movie before, and I keep thinking "Oliver and Company". Does anyone know who I'm talking about? I wanna say this guy wore a biege dress suit.
